Renting / THE WAXMAN FIELD GUIDE

What should I check before signing a Tel Aviv rental agreement?

Before signing, understand the parties and property, rental term and any option, complete payment schedule, bills, security requested, maintenance responsibilities, inventory and condition record, access and keys, handover, notices and end-of-tenancy arrangements. Tel Aviv-Yafo publishes a recommended lease in plain language, but the proposed agreement still needs to be read and understood for your individual case.

01

Match the written agreement to the actual home.

Check the address, apartment, included parking or storage, furniture, appliances and any other item you expect to receive. Promised repairs, removals or additions should be recorded clearly rather than left as a conversation after signing.

Attach a condition and inventory record at handover where appropriate. Photographs can support that record, but they should be dated and connected to a written list that both sides understand.

02

Map every payment and security item.

Put rent, payment dates, Arnona, utilities, building charges and any other agreed amounts into one schedule. Separate spending from refundable security and identify the exact instrument requested, its purpose and the conditions for return or use.

Do not rely on a general statement that bills are included. The agreement or supporting schedule should make the allocation clear for this property and rental period.

  • Rent amount, period and payment method
  • Arnona, water, electricity, gas, internet and building charges
  • Deposit, guarantee, cheque or other security requested
  • Inventory, keys and condition record
  • Handover, notice, option and end-of-tenancy steps
03

Understand maintenance and access.

Clarify who handles faults, urgent repairs, routine upkeep and included equipment. Record how a problem is reported, what access may be required and who the contact is when the owner or manager is unavailable.

If work is promised before move-in, identify the work, expected completion and what happens if it is not complete. A photograph or verbal assurance is not a replacement for clear written terms.

04

Read the contract in a language you understand.

The Ministry of Aliyah and Integration advises newcomers to understand what they are committing to and recommends legal help, including translation where needed. Do not sign around an unfamiliar clause because the rest of the apartment feels right.

The municipal recommended lease is a useful reference, not an automatic legal answer for every tenancy. Obtain independent legal advice when you need interpretation or advice on rights, obligations or security.

A FEW USEFUL ANSWERS

Before we begin.

Does Tel Aviv have a standard rental agreement?

The municipality publishes a recommended lease agreement. Its use and interpretation remain the responsibility of the parties, and the proposed lease still needs to be understood for the individual rental.

What should be included in the inventory?

List the furniture, appliances, keys and other items that will remain, along with their visible condition and any promised work. Make the record specific enough to use at handover and departure.

Can I assume Arnona and utilities are included in rent?

No. Ask for a written allocation of rent, Arnona, utilities, building charges and any other amounts for the property and period.

What if the agreement is only in Hebrew?

Do not sign terms you do not understand. Arrange a reliable translation and appropriate legal advice so you know what you are committing to.
